  • Q. Has Delta Community made changes to its overdraft services?
    A. Yes. Due to the revisions in Regulation E financial institutions cannot allow a checking account to go into the negative from ATM card POS and check/debit card purchases and apply an overdrawn fee.

    As a rule, ATM and Check/debit card transactions that would create a negative balance are not approved by the Delta Community CU. Because some members would like to be able to have their purchase approved regardless of their current balance and would agree to accept a fee, Delta Community CU has enhanced the Courtesy Pay service to provide members with the ability to opt-in and allow ATM card POS and Check Card purchases to be included.


    Overdraft service options:
    • Overdraft Protection allows you to link a qualified account such as a Savings, Visa , Money Market or Line of Credit to your Checking account. If your Checking account ever has an insufficient funds balance when a transaction such as a check, electronic payment or purchase is presented, the money will be automatically transferred from one of the accounts you designate.

ACH transactions are electronic financial transactions made using your checking account number, such as an automatic withdrawal for car insurance, gym membership or mortgage.

    • You can now enroll in Courtesy Pay Plus, a new account protection service designed to cover ATM Card and Visa Check Card purchases should there ever be an instance when there are not enough funds available in your account.     Q. How do I set up Overdraft Protection for my Checking account?
    A. You can set up Overdraft Protection using a Savings account, Money Market account, Visa or Line of Credit. More than one account can be used to cover your transactions. The system will use the account(s) you have authorized, in the sequential order you requested, as long as you have available funds or credit.

    If none of your authorized overdraft protection sources have available funds or credit, we may pay items presented using Courtesy Pay or Courtesy Pay Plus, if there are funds available or in the case of Courtesy Pay Plus, you have opted in.

    Q. Is there a fee to have or use Overdraft Protection for my Checking account? A. There is no fee to have Overdraft Protection set up for your Checking account. Unlike some institutions who may assess a fee for funds transferred from a linked account, Delta Community does not charge a transaction fee for these types of overdraft transfers; however, if a line of credit is utilized, you may incur finance charges.



    Q. Is Courtesy Pay or Courtesy Pay Plus a loan?

    A. No, it s a service provided by the Credit Union to provide you with the convenience of knowing your purchases will be approved if there are insufficient funds in you accounts.


    Q. Why should I opt-in to Courtesy Pay Plus for ATM card and Check Card purchases?
    A. By opting in to Courtesy Pay Plus, you add an extra layer of overdraft protection coverage which will cover ATM card and Check Card purchases. Fees are only applied if you use the overdraft protection so, since there is no fee to opt-in and no fee if you do not use the service, you have nothing to lose.



    Q. Are cash withdrawals using my ATM Card covered?
    A. No. If you do not have sufficient funds in your Checking account to cover an ATM withdrawal, the transaction will be declined.


    Q. What happens if I choose not to opt-in to Courtesy Pay Plus?
    A. Your cardholder experience will remain the same as it is today. The credit union will not authorize and pay overdrafts for ATM card or Check Card purchases, unless you ask us to by opting in electronically to Courtesy Pay Plus via the Delta Community website or verbally by telephone at 1-800-544-5438.


    Q. Is there a fee for Courtesy Pay and Courtesy Pay Plus?

    A. There is no charge for opting in, but if there are insufficient funds in the account and Courtesy Pay or Courtesy Pay Plus is used, then there is a per item fee each time an item is paid. The fees for both Courtesy Pay and Courtesy Pay Plus include:

    4
    th or more item(s) - $35


    There is no limit on the total fees that can be charged when you overdraw your account.

    Q. What are the eligibility requirements for Courtesy Pay Plus?

    A. Requirements for Courtesy Pay Plus are the same as Courtesy Pay, and include but are not limited to the following guidelines:

    • Member in good standing with a Checking account opened for 60 days or more
    • Account is not more than 30 days delinquent or in default on loans or other obligations to us
    • No legal or administrative orders or levies against your Checking account
    • Courtesy Pay is required for Courtesy Pay Plus
    • An ATM card or Debit Card issued your checking account


    Q. What is the maximum amount available for overdrafts for Courtesy Pay and Courtesy Pay Plus?

    A. Courtesy Pay and Courtesy Pay Plus have a combined limit of $500 which includes the aggregate amount of the overdrawn item(s) and the Courtesy Pay fee(s). A fee will be assessed for each item paid by Courtesy Pay.


    Q. If my account is overdrawn, how long do I have to bring my account into a positive balance?
    A. Repayment of the overdraft amount is expected within 30 days. If you have additional overdraft items during this time, the account must be brought to a positive balance on or before the 30th day from the date of the initial overdraft item. Deposits received by Delta Community CU during the 30 days will be applied first to your overdrawn checking balance.


    Q. What if I exceed my Courtesy Pay or Courtesy Pay Plus limit?
    A. Checks, ACH items, or ATM Card and Check Card purchases that exceed your account protection coverage beyond the $500 limit may be returned or declined when presented for payment.


    Q. What if I never plan to use Courtesy Pay Plus?
    A. You can still opt-in to Courtesy Pay Plus. There s no charge to opt-in, and you ll have an extra layer of overdraft protection for ATM card or Check Card transactions. Remember you will only incur fees if you use the service.


    Q. If I opt-in to Courtesy Pay Plus for ATM Card and Check Card purchases, will my items always be paid?

    A. We pay overdrafts at our discretion. This means we do not guarantee we will always authorize and pay any type of transaction when there is not enough money available in your checking or designated overdraft protection accounts to cover the item. For example, we may not pay overdrafts when you are in default on a loan with Delta Community or your account is otherwise not in good standing.


    Q. Does the credit union offer other ways to protect overdrawing a Checking account?
    A. Yes. When you open a Delta Community Checking Account, it is set up to automatically transfer funds from your Savings Account to your Checking Account should there be insufficient funds in your account. If you have a Money Market, Additional Savings Account or line of credit such as a credit card, you can have those set up as overdraft protection as well. (Home Equity Line of Credit loans cannot be used for overdraft protection.) There is no transaction fee for these types of overdraft transfers; however, if a line of credit is utilized, you may incur finance charges. Please refer to your card terms and conditions for further details.


    Q. How can I opt-in to Courtesy Pay Plus?
    A. Simply log in to Online Banking and select Courtesy Pay Plus from the Tools & Services box. You can also stop by any Delta Community Credit Union branch or contact us at 1-800-544-3328.


    Q. What if I opt-in and then change my mind?

    A. You can opt- in and out of Courtesy Pay Plus at any time by logging in to Online Banking, stop by any Delta Community Credit Union branch or contact us at 1-800-544-3328.

    A. Courtesy Pay is required in order to have Courtesy Pay Plus. There is no fee to have Courtesy Pay if it s never used.

  • What information and privileges are granted to an authorized user?

    An authorized user is granted usage privileges to the Visa Check Card. This allows access to the funds in the checking account. The authorized user has the right to review/inquire about their own transaction information, because they have a unique card number different from the primary owner's card.

    How do I add an authorized user to my Visa Check Card?

    To add an authorized user, the Visa Check Card Authorization Form must be completed.

    Once the completed form has been received by the credit union, a Visa Check Card will be ordered for the authorized user in their name. The authorized user should receive the specific account card within 7 to 10 business days.

    How do I remove an authorized user from my Visa Check Card?

    If you are the primary member, complete the Check Card Authorized User Removal Form and return to 404-677-4699 attn: Card Services or mail to Delta Community CU, Attn: Card Services, PO Box 20541, Atlanta, GA 30320-2541. You can also submit your request online using the secure Message Center.

    If you are the authorized user and would like to remove yourself, you will need to send in a signed, notarized, written request to the address above.


  • FAQs about Visa Check Card holds
  • What is the difference between a "pending transaction" and a "posted transaction"? How does this affect my available balance and actual balance?
    Pending transactions or Holds are authorized transactions that place a hold on a portion of your balance for the purchase amount until the transaction clears your account.

    Posted transactions are purchases that have cleared on your card and funds have been removed to pay the merchant.

    When
    pending transactions or holds are present there will be a difference in your available balance and your actual balance. Transactions will post against your available balance.


    Some pending transactions amounts will not match the amount you have actually spent. This is because merchants place a pre-authorization amount on your card to ensure the account is active and that you have enough money to cover the purchase. This amount is determined by the merchant.
    In some cases, such as restaurants, you are charged a percentage higher (typically 15%) than the amount of the transaction in case you add a tip to your card. In some cases, such as gas stations, hotels or car rental companies, the hold may be significantly higher than the actual purchase price.



    How long do Visa Check Card holds stay on an account? Once the hold is released and the actual receipt does not come through, can the transaction be put through by the merchant at a later date?
    When you use your Visa Check Card, the money is often put on hold for 2-5 days. Once the hold expires it will be reflected in your available balance.

    If the merchant does not put the debit through, then the hold will be released on the date of expiration. The merchant does have the right to come back at any later date to debit your account for that amount, even 6 months later if they have not debited your account for that purchase yet. Once you've given your authorization for the one time debit, they can take that amount from your account at any time.


    My account is showing an overdrawn fee and a check that did not clear due to the overdraft. However, my account is showing a sufficient balance to cover this check when it tried to post. What happened and why was I charged a fee?
    When you use your Visa Check Card for purchases, holds are placed on your account by the merchant. The transaction may not post for a few days. When holds are present then your actual balance and your available balance will not be the same. If there are not available funds to complete a transaction, the transaction will either be declined or a check will be returned. If you are enrolled in Courtesy Pay or Courtesy Pay Plus, the transaction may clear, but you will be assessed a Courtesy Pay fee.

    A good rule of thumb is to write down every Visa Check Card purchase in your register just as you would a check and only use up to the balance in your register, regardless what the actual balance on your account is. Especially if you use your card at the types of merchants who may put a hold in excess of the purchase price, we recommend you keep a cushion in your account to avoid transactions being declined or Courtesy Pay or NSF fees being assessed against your account. The credit union has no control over the holds placed by a merchant when you swipe your check card.


    You may want to consider whether you would prefer to have transactions in this scenerio be declined or be approved with a fee assessed to your account. Our staff can assist you in adjusting your overdraft options accordingly.

    If you feel a hold was placed on your account in error by a merchant, you should contact the merchant to release the hold or request that the merchant fax a letter to us at 404-677-4699, attn: Card Services, explaining the hold was in error and a representative will look at refunding the fees that resulted from the erroneous hold.



    There is a duplicate hold on a single purchase that I made. Why is it being put through twice? I called the store and they've said that they only charged me once. Can you explain?
    The merchant may have run your card through multiple times or if we had a network problem we would see this situation. You can contact the credit union online via the secure Message Center or by calling to release the multiple holds. Please watch your account to make sure that the merchant did not bill you twice.

    If you are billed twice, you will need to complete a dispute/chargeback form and submit it to Card Services to process for you. To expedite the process, you may fax your dispute to us at (404) 677-4824 or (404) 677-4699.
    If you are double charged, please provide us with the details of your dispute: the amount, posted date, merchant description as it appears on your account activity or statement and the reason for the dispute. Be sure to include copies of receipts or other related documents that will support your claim. If the charge represents a transaction in which you participated, please include the details of your attempt to resolve the issue with the merchant.

  • How can a college student obtain a Checking Account and Visa Check Card?

    To apply for a Checking Account and Visa Check Card, complete a Checking Account application. An applicant must be at least 16 years old to have a Checking Account. An adult joint owner is required until the member reaches age 18.
    The Delta Community CU Visa Check Card gives you the protection of Visa and works like a plastic check. It's quicker and more convenient than a paper check. Use the Visa Check Card at merchants throughout the world anywhere you see the Visa logo. You can access your Online Banking account as well as service centers and ATM's throughout the country.
